Goal 1: Improve enrollment and retention at both SIUC and SIUE
- Objective 1: Working with Enrollment
Management and Provost, by July 31, 2007, complete implementation of plans
for Fall 2007 enrollment.
- Objective 2: By December 1, 2007, address
campus administration, Faculty Senate Council and Alumni at SIUC on
institutional research findings concerning enrollment and retention.
- Objective 3: By December 1, 2007, establish
off-campus service centers at John A. Logan, Rend Lake, Shawnee,
Southeastern, Southwestern, Kaskaskia, Olney Central, and Lewis and Clark
Community Colleges.
- Objective 4: By February 28, 2008, convene a
committee on developing a comprehensive on-line plan for each college at
SIUE and SIUC.
- Objective 5: By March 1, 2008, address
individual colleges at SIUC on the need for comprehensive recruitment and
retention plans.
- Objective 6: By April 1, 2008, implement
in-state tuition plans for out of state students.
- Objective 7: By May 1, 2008, re-evaluate
university participation in Multi-university of Lake County.
- Objective 8: By May 31, 2008, complete plans
for baccalaureate completion progress with Laborers International and other
AFL-CIO unions.
- Objective 9: Working with the Chancellor and
Provost at SIUE, oversee the planning and development of the following:
- Academic Success Center
- University-Wide Academic Advising Plan
- Review and Revision of the University Enrollment Management Plan
- Creation of a new Office of Educational Outreach
Goal 2: Increase the lobbying efforts for the SIU system at both the
state and federal levels.
- Objective 1: By October 1, 2007, complete
lobbying effort with state for SIU priorities in Operations Budget
including:
- Reauthorization of Vince Demuzio internship program
- Reauthorization of minority recruitment, retention, and support program
- Renewal of O & M expenses for School of Medicine
- Renewal of O & M expenses for National Corn to Ethanol Research Center
- Operating costs for 3rd year School of Pharmacy
- Renewal of James E. Walker Memorial Scholarship Fund
- Increased funding for faculty and staff salaries
- Full funding of state pension plan for SURS
- Objective 2: By December 31, 2007, complete
all lobbying efforts at both the state and federal levels on the Future Gen
Power Plant.
- Objective 3: By January 1, 2008, complete
lobbying effort with state legislature on priority of capital projects for
SIU including:
- SIUE Science Building
- SIUE Transportation and Education Center
- Morris Library Renovation and Addition
- Medical Research Building
- Coal Development Board Funds to retrofit power plant at SIUC for
co-generation of steam and electricity
- Academic Classroom and Research Facility (ongoing)
- Objective 4: By January 4, 2008, complete
lobbying effort with federal legislature on the following:
- Increased Pell Grants
- Increased medical research
- Reauthorization of TRIO grants
- Connect SI
- Costello assistance
- Durbin earmarks
- Objective 5: By March 1, 2008, finalize
negotiations with the Illinois Department of Public Health on increased
research opportunities.
Goal 3: Oversee implementation of Campus Land Use Plans to include:
SIUC:
- Objective 1: Complete plans for December 31,
2007, in partnership with the International Laborers Union for the upgrade
of Touch of Nature facilities.
- Objective 2: By March 31, 2008, complete
priority plans for 75 – 100 million dollar central campus renovations.
- Objective 3: By May 15, 2008, complete
campus signage program.
- Objective 4: By May 31, 2008, complete
financing of new football stadium and renovated Arena.
- By December 31, 2007, successfully solicit City of Carbondale support.
- By June 30, 2008, successfully solicit private donations to obtain
sufficient financing.
- Objective 5: By June 30, 2008, complete
plans for building SIUC retirement community at Southern Hills.
- Objective 6: By June 30, 2008, obtain
funding and begin final phase of Morris Library expansion and renovation.
- Objective 7: By June 30, 2008, complete
initial plans for new Student Services building.
- Objective 8: By June 30, 2008, obtain
funding and begin first phase construction on Transportation Education
Center.
- Objective 9: By June 30, 2008, complete
Northwest Campus Demolition project.
SIUE:
- Objective 1: By December 31, 2007, obtain
State Board of Higher Education approval for Service Laboratory Expansion.
- Objective 2: By April 1, 2008, complete
agreements for the privatization of the National Corn to Ethanol Research
Center.
- Objective 3: By May 1, 2008, complete design
work for the proposed Student Fitness Center.
- Objective 4: By June 30, 2008, obtain
funding and finalize construction plans on new Science Building.
- Objective 5: By June 30, 2008, obtain
funding and begin construction of a new Student Academic Services Center.
Goal 4: Strengthen the working relationship between the offices of
the President and Chancellors.
- Objective 1: (On-Going) Work closely with
each Chancellor throughout the year on negotiating and concluding collective
bargaining agreements.
- Objective 2: By October 31, 2007,
collaborate on building RAMP requests document for FY 09, and submit to
State Board of Higher Education.
- Objective 3: By November 30, 2007, develop
and implement a campus safety plan to address the priority concerns on each
campus.
- Objective 4: By January 31, 2008, work
closely with Chancellor Vandegrift to conclude final contract on building
Evergreen Lodge.
- Objective 5: By January 31, 2008, analyze
the functions of the President’s office and reorganize to create a more
responsive approach to individual campus needs.
- Objective 6: By February 28, 2008, work with
Chancellor Treviño to formalize plans to host the Lincoln Academy Award
Banquet.
- Objective 7: By March 1, 2008, hold
quarterly budget meetings to construct FY 09 budget to include:
- Operating funds
- Capital requests
- Debt capacity analysis
- Tuition fee proposals
- Objective 8: By April 1, 2008, hold at least
one meeting in each college to discuss priority issues of the university.
- Objective 9: By April 15, 2008, develop
plans with each Chancellor to strengthen the university’s internal audit
function.
- Objective 10: By June 1, 2008, plan and
conduct monthly meetings on goals, objectives, and priority issues for each
campus.
- Objective 11: By June 30, 2008, complete
review of both campuses long range plans and revise accordingly.
Goal 5: Assume a leadership role in the advocacy for higher education
in the state of Illinois.
- Objective 1: Attend each public university
President and Chancellors meetings as well as all State Board of Higher
Education meetings.
- Objective 2: Work cooperatively with
Community College Presidents to create a combined advocacy agenda for higher
education.
- Objective 3: Address the membership of the
Labor Higher Education Coalition for September 30, 2007, and continue to
work as a member of that coalition.
- Objective 4: By November 30, 2007, host a
meeting of the Illinois Board of Higher Education at SIUC.
- Objective 5: By May 31, 2008, address a
minimum of twenty community organizations on the importance of affordability
and accessibility in higher education.
- Objective 6: By June 30, 2008, complete work
on Governors Advisory Council on Education.
Goal 6: Continue to improve diversity system-wide.
- Objective 1: Expand training opportunities
for appreciation of diversity to all SIU faculty, staff, and students.
- Objective 2: Working with the Chancellor and
Provost from each campus a plan for meeting the diversity goals for FY 08
will be completed by July 1, 2007.
- Objective 3: By November 30, 2007,
investigate opportunities to increase the number of colleges utilizing the
Living Learning Community program in campus housing at SIUC.
- Objective 4: By December 31, 2007, 50% of
targets for improving diversity in faculty and student numbers (graduate and
undergraduate as well as international) should be met.
- Objective 5: By May 15, 2008, a more diverse
graduate studies program will be developed.
- Objective 6: By June 30, 2008, develop
financial aid strategies for increasing scholarships targeting minority and
female students.
- Objective 7: By June 30, 2008, a 5% increase
in the university expenditures with minority, female, and disabled firms
will be accomplished.
Goal 7: Build a strong economic and educational outreach which will
effectively serve the needs of the southern and central Illinois area.
- Objective 1: During FY 08, SIUC will provide
effective leadership in the following areas.
- Connect SI
- Workforce Training
- Business Park Restructuring to increase job creation
- Coal Development and Research
- Medical and Dental Outreach
- Educational Outreach including expansion of off-campus service centers
and course offerings
- Community Development including Arbor District and areas shrouding SIUC
- Objective 2: During FY 08, SIUE will provide
effective leadership in the following areas:
- Educational Outreach including expansion of off-campus service centers
and course offerings.
- National Corn to Ethanol Research Centers
- Development of University Park to increase job creation
- Expansion of health services including dental health programs to the
Metro-East area
