Harry P. Wolfe has been a Adjunct Professor for Southern Illinois
University since
January 1981. He has taught more than 100 courses at off-campus locations
throughout the United States. He typically teaches the aviation
regulations and the airport planning classes. He has also taught graduate
classes in aviation management for Arizona State University and
Embry-Riddle Aeronautical University.
Mr. Wolfe holds a Bachelor
of Arts Degree in Spanish from Tulane University and a Master of Arts
Degree in Geography from the University of Texas at Austin. Since 1975 he
has been involved in airport planning and research.
From 1975 to
1978, Mr. Wolfe was an aviation planner for the Illinois Department of
Transportation in Springfield Illinois. He was responsible for assembling
the aviation component of a long-range transportation plan as well as the
annual and five year airport construction program for the State. He also
conducted research on airline deregulation, airport/land use
compatibility, establishing airport priorities, and a variety of other
subjects.
In 1978 Mr. Wolfe became the Airport and Rail Planning
Manager for the Arizona Department of Transportation in Phoenix Arizona.
He managed the preparation of the State Aviation System Plan, a Statewide
airport needs study, and the update of the State Rail System
Plan.
In 1980 Mr. Wolfe initiated an independent consulting
business. For the next three years he provided consulting services and
performed studies for state and local governments. One of his projects
involved the preparation of the State Rail Plan for the State of Oklahoma.
He also prepared a method for evaluating the benefits of airport
improvements using a return on investment approach.
Since 1983 Mr.
Wolfe has served as the Aviation Program Manager for the Maricopa
Association of Governments (MAG). MAG is the regional planning agency for
the Phoenix Metropolitan Area. with responsibility for coordinating
transportation, human services, demographic and environmental planning for
the region. To date Mr. Wolfe has managed the preparation of two updates
to the Regional Aviation System Plan, a heliport study, an airspace study,
and several land use compatibility studies.
In addition to serving
as Aviation Program Manager with MAG, Mr. Wolfe is responsible for
managing the socioeconomic program. He oversees the development of
long-range population, housing and employment projections for the cities
and towns in Maricopa County. These projections are used as input into
transportation models for forecasting future traffic levels and as input
into the air quality models which are used to gauge compliance with
federal air quality
standards.
