The CRHSSD leads a consortium of regional behavior health organizations, Federally Qualified Health Centers, Illinois State and Regional mental health agencies, substance abuse treatment agencies and hospitals. The consortium discusses funding issues, over-coming personnel shortages, as well as policy issues. In 2008, a child psychiatrist will conduct case based training sessions with consortium members and their professional staff.

Benton and West Frankfort School Based Health Clinic
SIU Carbondale Family Medicine Residency Program in conjunction with the CRHSSD has developed a school based mobile clinic to serve Benton and West Frankfort High Schools. The Mobile Clinic was funded by the Illinois Children’s Healthcare Foundation. The program funding is supported by the Illinois Department of Human Services, School Health Division. The mobile clinic began services in March of 2006.

Communities Empowering Youth
The CRHSSD received a subcontract from Shawnee Health Service's, Adolescent Health Center to evaluate their Communities Empowering Youth (CEY) project. The CEY project objective is to enhance organizational capacity building of several faith-based and social service agencies who serve the youth in Jackson County. The CEY project provides technical assistance in grant writing, organizing training events, developing and implementing community education campaigns and provide coalition building activities for agencies which are a part of the Jackson County's Positive Youth Development coalition. The CRHSSD, in conjunction with Adolescent Health Center, will lead the CEY project risk assessment and conduct asset mapping of Jackson County using Helping America's Youth community guide. The mission of the project is to educate organizations and community members about positive youth development and increase the number of development assets for youth.

The Community Training Program was created to fill training and educational gaps for the rural health and social service providers in the southern Illinois region. Two subcommittees composed of regional representatives from community, colleges, health and social service organizations, and businesses direct the efforts of this program. Conferences, workshops, and trainings are coordinated and developed as regional needs are assessed.

In 2007, nearly 1,000 people from Illinois, Missouri, Kentucky, and Indiana will have attended events that were products of the Community Training Program, and over 500 people will have received valuable continuing education units. Several 2008 events are already in the works. Stay tuned to this website for a current list of events.

Connect SI
Connect SI is a 20-county collaborative effort aimed at improving the quality of the lives of Southern Illinoisans. The goal is to enhance the economic and community development of Southern Illinois through greater Internet access and bandwidth. During FY 06, the CRHSSD was an early driver of the initiative which has now made its permanent home in the SIU President’s Office. Connect SI continues to be embraced by not only the healthcare industry, but also network providers and community and economic development leaders throughout the region. The CRHSSD is proud to continue to be an enthusiastic participant in this initiative that will greatly impact not only quality healthcare access, but also community and economic development in the region.

Southern Seven Health Department subcontracted with CRHSSD for evaluation services to assess health education and preventive health service needs of students, parents, and faculty in two Union County schools.  Southern Seven Health Department received funding from the Illinois Department of Human Services to develop a Coordinated School Health program.  In partnership with schools, families, and the community, CSHP aimed to improve health, well-being, and academic achievement of students by creating a seamless network of services that promotes healthy lifestyles and nurtures lifelong learning.

Developmental Disabilities Telehealth Network and Services
The SIUC Center for Rural Health and Social Service Development received a subcontract for three years 2007-2010 to develop an evaluation plan, evaluation instruments, implement and assist in monitoring the evaluation, to analyze data collected and prepare a summary report regarding the implementation of a Telehealth project for the Illinois Department of Human Services, Division of Developmental Disabilities.

The Illinois Developmental Disabilities Telehealth Network and Services Program is designed to use telehealth technology to ensure people with developmental disabilities residing in rural communities can have access to specialty health care professionals such as physicians, psychologists, and nurses, who work primarily in the field of developmental disabilities and have clinical expertise in this population’s unique health care issues. These professionals will provide medical, nursing and psychological consultation and prevent admission or readmission into State operated developmental centers in Illinois.

A secondary outcome of this project will be to enhance physicians’ knowledge and help them better understand some of the unique issues related to the medical care of people with developmental disabilities.

Another University Partner in this project is the Southern Illinois University School of Medicine’s Department of Telehealth Services and Support. The recipient of services will be selected community agencies that provide residential services for people with developmental disabilities within federally recognized rural areas of the State.

This is the first year of this residency training grant received from the Illinois Department of Public Health's Center for Rural Health for the SIU School of Medicine Carbondale Family Practice Residency Program. The Family Practice Residency Program contracts with the CRHSSD for some staff time to develop and manage their various programs and services. The purpose of the grant is to: enhance resident's experience in OB/GYN training. As part of this grant, the Franklin County Adolescent Health Services Clinic is funded. This clinic is a partnership with the Jackson County and Franklin-Williamson Bi-County Health Departments, University of Illinois - Franklin County Extension, Southern Illinois Healthcare and the CRHSSD (see below).

Franklin County Adolescent Health Services
The SIU Carbondale Family Medicine Residency Program has developed an adolescent clinic in their West Frankfort office. This one evening a week clinic is in partnership with Jackson and Franklin-Williamson Bi-County Health Departments, University of Illinois Franklin County Extension, Southern Illinois Healthcare and the CRHSSD.

Heart Smart for Teens
Heart Smart for Teens (HSFT) Cardiovascular Health Education program in the 6th, 7th and 8th grade physical education classrooms in West Frankfort, Sesser and Benton Jr. High Schools. This program is designed to assist 13 and 14 year old females with forming healthy eating and exercising habits. By understanding the importance of taking care of ones body, at this age, the girls will live longer and have healthier life styles. HSFT is funded by the Illinois Department of Public Health’s Office of Women’s Health. This is another project coordinated between the CRHSSD and the School of Medicine Family Practice Program.

Illinois Delta Network
The Center for Rural Health and Social Service Development (CRHSSD), as a lead agency in partnership with the Ilinois Delta Network (IDN), a statewide coalition of 10 health and social service agencies, has just released funding for the fifth year of funding from the Delta State Regional Development Network Program (DSRDN) grant of $393,488 from the U.S. Department of Health and Human Services' Health Resources and Services Administration. The award is part of a six-year federal initiative to improve access to primary health care in 205 counties and parishes within the eight-state Mississippi Delta Region.

The 16 Illinois counties that qualify for this funding are Alexander, Franklin, Gallatin, Hamilton, Hardin, Jackson, Johnson, Massac, Perry, Pope, Pulaski, Randolph, Saline, Union, White, and Williamson.

The primary role of the CRHSSD is to coordinate the overall project and to provide training and technical support.

Life Smart for Women
This is a comprehensive women's health program funded by the Illinois Department of Public Health Office of Women's Health. This grant has been awarded to the SIU School of Medicine Family Medicine Residency Program who funds CRHSSD staff to assist with the implementation of the program. The project educates parents and staff of the Migrant Education - Head Start Program in Cobden and the Carbondale and Anna Head Start Progams. In addition, the program will be presented to the clients and staff at Bethany Village Transitional Housing Program located in Anna.

Live Free-Tobacco Free, SIUC’s Tobacco Control Initiative
The Live Free-Tobacco Free Initiative is funded by the Illinois Department of Public Health, Tobacco Free Communities and the Centers for Disease Control and Prevention. The initiative focuses on replication of the LiveFree model at other higher education institutions in Illinois. Live Free-Tobacco Free Initiative is a policy-focused, evidence-based model with strong community involvement. It encourages institutions to set their goals for campus and community tobacco programming based upon a thorough policy analysis of their institution and community, with programmatic efforts supporting policy change to align with the new Smoke-Free Illinois Law.. Programmatic components of the Live Free-Tobacco Free model are being replicated at twenty-five higher education institutions in Illinois.


Project Angel Food
Project Angel Food is a non-funded community-based project developed by the CRHSSD as a service to Southern Illinois. The project involves a collaboration of various organizations designed to assist in alleviating the ever present need for baby food, diapers, and other baby related supplies by child day care centers and food stock items by area food pantries in Southern Illinois.

Rural Medical Transportation Network
Southern Illinois University’s Center for Rural Health and Social Service Development was funded by Illinois Department of Transportation to establish pilot projects for Rural Medical Transportation in the southern 34 counties of Illinois. SIU’s Office of the President worked with the CRHSSD to formulate the IDOT project proposal. SIU’s School of Medicine and the Paul Simon Public Policy Institute are partners in developing and implementing this initiative.

The initial phase involved the formation of an advisory steering committee, to complete a “gaps analysis” and to gain a better understanding of the landscape of rural medical transportation. During year two, an extensive “policy analysis” will be undertaken to review federal, state, and local procedures, laws, and statutes that prevent and/or limit the coordination of services between and among providers.

Based upon the primary analysis, seven Rural Medical Transportation Networks will be formulated in seven targeted counties (mini-regions) to improve local coordination, expand and enhance transportation services, provide on-going input into needed policy and procedure changes to coordinate, improve and expand rural medical transportation systems. A 14 member steering committee will also be assembled and will be comprised of two representatives from each of the seven county Rural Medical Transportation Networks.
