Resolution to Restore Funding to Basic Academic Units
and their Schools and Colleges

WHEREAS the operating budgets of Southern Illinois University Carbondale have shown increases in total revenue since FY 2002; and

WHEREAS increases in tuition have offset decreases in state appropriations to make total budgeted state (appropriated and income fund) revenue stable on the Carbondale campus since FY 2002; and

WHEREAS increases in tuition have not been used to keep the state money budgeted for basic academic units and their academic schools and colleges stable on the Carbondale campus, but instead these budgets have declined by more than 7.7% from FY 2002 to FY 2004; and

WHEREAS both the IBHE and Governor’s budgets for SIUC project stable or increasing appropriated and income fund revenues for FY 2005;

THEREFORE BE IT RESOLVED that the Faculty Senate urge the university administration to stabilize and restore the budgets of the basic academic units and their academic schools and colleges; and

BE IT FURTHER RESOLVED that the Faculty Senate work to identify places where discretionary spending from past tuition increases may be redirected to recurring support for academic programs.
