ATTACHMENT CResolution to Establish Campus Constituency Participation
in Setting Budget PrioritiesWHEREAS decreases in state appropriations and increases in tuition have significantly altered the distribution of revenue sources at Southern Illinois University Carbondale; and
WHEREAS the changes in the distribution of revenue sources has been accompanied by changes in the locus of budget authority; and
WHEREAS changes in budget responsibility areas have made it even more difficult to understand how budget priorities are being set;
THEREFORE BE IT RESOLVED that the Faculty Senate at Southern Illinois University Carbondale join with other campus constituencies to form a joint council to make the budget process more open and transparent and to enable broad participation in setting and evaluating budget priorities and determining how new general revenue and income fund moneys are allocated.
