WHEREAS in recent years concerns with student plagiarism, especially by e-mail and on the World Wide Web, have grown among faculty members at colleges and universities everywhere in the country; and WHEREAS the difficulty of detecting the problems with electronic plagiarism has provided vendors like Turnitin.com opportunities to offer valuable services to faculty members who are anxious to curb the practice in the courses they teach; and WHEREAS a majority of department chairs and directors of academic units at SIUC suggests that a majority of full-time faculty would indeed make use of this service, making a university site license relatively cost-effective; and WHEREAS Turnitin.com is the largest and the best known service of this sort for plagiarism detection, but also for more effective pedagogy of writing in many different disciplines; and WHEREAS this service promises to enhance the way faculty members work with students to use sources properly and avoid plagiarism and not just to provide evidence of academic misconduct; and WHEREAS the SIUC Student Conduct Code already provides protections for students in proceedings arising from allegations of plagiarism and academic misconduct; THEREFORE BE IT RESOLVED that the Faculty Senate recommend to the Provost to purchase a university site license for Turnitin.com, or comparable service, so long as the cost is not imposed on those academic programs which do not use the service and so long as faculty and students are informed of the service, how it works, and what its uses are in the more effective teaching of writing as well as the detection of plagiarism.
