Carl R. Flowers is an Associate Professor in the Rehabilitation Administration and Services (RA&S) program in the Rehabilitation Institute (RI). Dr. Flowers also teaches courses in the Rehabilitation Counselor Training Program (RCTP). Prior to joining the RI faculty, he was Director of the Region X Rehabilitation Continuing Education Program (RCEP) at Western Washington University, in Seattle, WA and Program Manager with the Region V RCEP at SIUC. Dr. Flowers, who received his doctorate in Rehabilitation from SIUC in 1993, is a Certified Rehabilitation Counselor (CRC), and was named a National Rehabilitation Association Switzer Scholar in 2001. Dr. Flowers is past President and Board Chair of the National Association of Multicultural Rehabilitation Concerns (NAMRC). He presently sits on the Board of Directors and is President-Elect of the National Rehabilitation Association (NRA).

Dr. Flowers is widely published on multicultural competency and equity issues in the public rehabilitation service delivery program. Dr. Flowers’ current research interests include leadership, staff and organizational development, ethics, and multicultural issues in rehabilitation education and program service delivery.
